Paul Morrison CBE, Chief Executive, Planning Inspectorate

Paul Morrison started as Chief Executive of the Planning Inspectorate in December 2022. He comes to this role from the Ukraine Humanitarian Task Force where he helped create and lead the UK’s operation to allow Ukrainians displaced by the current conflict to find safety in this country.

He started his career by joining the Home Office in 1996 as an Administrative Officer. He has since spent time in a range of operational and policy roles across several Government departments including the Ministry of Housing, Communities and Local Government (MHCLG), Food Standards Agency (FSA), Home Office, Foreign and Commonwealth Office (FCO) and Northern Ireland Office.

 

 

Adrian Penfold, Non-Executive Director, Planning Inspectorate

Adrian joined the Planning Inspectorate Board in October 2023. Adrian joined British Land as Head of Planning following his time working for the London Borough of Hammersmith and Fulham Council, as Chief Planner at Dartford Borough Council, and at the London Docklands Development Corporation. He was a member of the Barker Review of Land Use Planning Panel of Experts and, in 2010, published the independent Penfold Review of Non-Planning Consents. He was a member of the Local Plan Expert Group which reported in 2016. He was non-executive chair of the built environment charity Design South-East from 2015 to 2021. He joined the Governing Council of the University of Warwick in 2016 and is also chair of the Estates and Environment Committee. He was a Commissioner on the Building Better Building Beautiful Commission which published its final report, Living with Beauty, in 2020.

 

Baroness Jane Scott of Bybrook OBE

Baroness Jane Scott of Bybrook OBE was first elected as local councillor of North Wiltshire District Council in 1995. She was elected to Wiltshire County Council two years later, becoming the Leader in 2003. She was Leader during the unitarisation of the County and the four District Councils, and was elected Leader of the new unitary authority Wiltshire Council.

Baroness Scott was appointed OBE in 2010 for services to local government and created a life peer in 2015. She was Parliamentary Under Secretary of State at the Department for Levelling Up, Housing and Communities between September 2022 and July 2024, and is currently Shadow Minister for Ministry of Housing, Communities and Local Government in the House of Lords.
